On Tuesday June 21st I received instructions from
you that the Police should interview the Editor of the Sunday
Herald and investigate the report that the Editor be asked
for the source of his information to enable the Police to
enquire into the offences which the article disclosed
the Editor was unwilling to disclose the identity of his
informant recourse was to be had to a Search Warrant under
Section 18 Sub-Section 7 of Ordinance No.37 of 1932 (under
Police Force Ordinance).

On the afternoon of the 21st Mr. Heath, Assistant
Director of Criminal Intelligence, interviewed the Editor, Mr.
Keats, at the offices of the Sunday Herald. Mr. Heath pointed
out the seriousness of the allegations made in the article and
asked for the identity of the special correspondent who was
responsible for the information.

The Editor replied that the special correspondent
was not a member of his paper's staff and that he was
unwilling to divulge his identity without his consent. He
promised to see the special correspondent and advise him to
place all the information he possessed concerning the
allegations in the hands of the Police. The Editor stated
however, that if the special correspondent was unwilling to
give the information he, the Editor, could not divulge his
identity. Mr. Heath assured the Editor that the Police would
make every effort to keep the identity of the correspondent
secret.

On the morning of the 22nd I received your further
instructions to press the investigation on the lines previously
indicated. At about 11.30 on the 22nd Mr. Heath again
interviewed the Editor at the offices of the Sunday Herald.
